Important Information for HEAP customers!!

Attention to all of our current HEAP customers and anyone interested in this program.

The Clean and Tune Assistance program is back!!   This program hasn’t been available for several years.  But it’s back for the 2016 heating season !!

Review the information below, then contact the Jefferson County Department of Social Services at 782-9030 as soon as possible.  If you qualify, you will be given a list of participating vendors in the area.   Please be sure to select Brian Peters Plumbing, Heating & Electrical as your preferred vendor and then we will be in touch to schedule your appointment.  This program is for income qualified candidates.


The (HEAP) Heating Equipment Clean and Tune Assistance is available for eligible applicants beginning August 1, 2016. The program will close on November 4, 2016, or earlier, if funding is exhausted.

Eligible households will receive a free inspection, cleaning and tuning of heating equipment, which includes a furnace, boiler, chimney, etc. A free carbon monoxide detector and programmable thermostat will also be installed, if one does not currently exist. All HEAP components are federally funded. Funding is limited and this assistance is provided on a first-come, first-served basis.

Eligibility requirements:

  • Households must have received a 2015-16 Regular HEAP benefit OR be responsible for a heating bill and have income which does not exceed 2015-16 maximum HEAP guidelines.
  • Applicant must be the homeowner. Renters are not eligible, as the maintenance of their heating equipment is the landlord’s responsibility.
  • The primary heating equipment must be more than 12 months old, and must not have been cleaned within the last 12 months.
Again – call the local DSS at 782-9030, then once approved, select Brian Peters Plumbing, Heating & Electrical as your vendor.   You can also let your case manager know you saw the information on our website.  This program will run through 11/4/16 unless the funds are exhausted.  Shortly after this program ends, the regular HEAP program will begin.
HEAP is a federally funded program that assists low-income New York residents with the cost of heating their homes. HEAP also offers an emergency benefit for households in a heat or heat related energy emergency.
Regular BenefitRegular benefit component assists households that pay a high proportion of household income for energy. The 2016-17 Regular benefit component will open mid-November after the Clean & Tune program ends.

Emergency Benefit

The Emergency benefit component assists qualifying low-income New Yorkers who are facing a heat or heat related energy emergency and do not have resources above the established limits.

Heating Equipment Repair or Replacement

The Heating Equipment Repair and Replacement benefit component helps eligible low-income homeowners repair or replace primary heating source functional.

Heating Equipment Tune-Up

The Heating Equipment Tune-up benefit provides for equipment inspections and cleanings prior to the start of the heating season for eligible households. The 2016 Heating Equipment Tune-Up benefit opened August 1, 2016 and will operate through November 4, 2016 or until funding is exhausted.

Cooling Assistance

The Cooling Assistance component provides for cooling assistance services to HEAP eligible households that include an individual with a documented medical condition that is exacerbated by heat. Because the amount of funding is very limited, cooling assistance services will be provided on a first come, first served basis. The 2015-16 Cooling Assistance component opens May 2, 2016 closed July 29, 2016.  (We just wrapped this season up for this program.  Check back early May next year to see if it has been funded for another year.)
